PASER System

The system used to rate the condition of the City streets is called PASER, which stands for Pavement Surface Evaluation and Rating.  It was developed by the University of Wisconsin-Madison Transportation Information Center.  A link for the manual on Asphalt rating can be found below.  Each year in October all of the streets in the City are rated using this system and the ratings are compared with the ratings from previous years.  The results are used to assess the current overall condition of the street network, identify problem areas and develop both short- and long-term construction, maintenance and repair programs in conjunction with other City departments.   Asphalt PASER Manual.pdf
